One of the pet peeves I had during vanilla playthroughs of Tactics were the static levels of recruited characters, the largest being Cloud caught up in a big, scary world of lvl. 35+ monsters. I haven't seen it mentioned in any of the content features, but I think it would be the bee's knees if some kind of scaling were in place for hidden and story based Special Characters. However, since grinding and power-leveling isn't as efficacious in 1.3, it may not be a problem at all.
I also recall getting Beowulf at my level (which was high 40's/ low 50's). Do the PSX and PSP versions have some characters level scaled to yours while other recruits remain static?

In vanilla, I believe all specials except for cloud scaled with party level. I could be wrong about that, but either way, all specials, including cloud, scale with party level in 1.3 . I do believe that just recently they join you at party level more often than not so as to avoid having a new member join your group and immediately increasing party level by a few. With some exceptions. I've yet to add that last change into WOTL, but all specials do scale with party level.
