The reason Altima (and other single target boss fights) are so fast is because she's facing 5 other units by herself. None of your individual units are meant to ever be as fast as her. She's a boss class. She does not play by your rules and she was never designed to. Once you kill her, you win.
The final series of fights in 1.3 are indeed very difficult. But they aren't as hard as some of the stuff in the Deep Dungeon (DD is way more RNG based).
The end-game of 1.3 is not "fair", but can be overcome once the player learns how to build a very strong team and learns the fights. RNG can screw you over at any point, and this becomes apparent the further you go into Ch4, culminating at Altima. Of course RNG can fuck her over, too.
Her RNG is designed in a way that even once you start to gain the upper hand, a loss is still possible. Keep in mind that this is designed to test a player that will take advantage of every possible mechanic available to them. You can't flavor-of-the-day with the game's mechanics and expect to have an easy time with her.
You need to focus down her Ultima Demons, you need to check CT, you need to play it perfectly. And even then, you can still lose. This was always the purpose of 1.3's end-game. It gets even "worse" in the DD. It's not for everyone, just people looking to test the limits of what is possible with their strongest team.
